I started off zoomed in on the raft and proceeded to gradually pull back the zoom until I was able to capture a large portion of the harbor. The closeup shows the most detail of the raft, while the other images gradually reduce the emphasis on it and put the location of the raft in context. I think (had I taken the images with a tripod or something) the four images could be fused together, replacing the area in each successive shot with the previous one, adding a significant amount of detail to the resulting composite images -- like this:
